Integrated Model For Treatment of Individuals with Co-Occurring Psychiatric & Substance Disorders
This workshop provides an overview of the problem of "dual diagnosis", and then identifies principles of successful treatment intervention derived from available research on evidence=based best practices. These principles are placed in the context of an integrated model of service delivery that uses a common language and treatment philosophy of disease and recovery that makes sense from the perspective of both the mental health system and the addiction treatment system. Each principle is linked to specific intervention strategies that can be utilized by clinicians in any setting. These intervention strategies are described so that participants know how to begin to use them. The application of this model to individualized clinical treatment matching and the design of a comprehensive continuous integrated system of care is briefly illustrated.

About the Presenters
Kenneth Minkoff, M.D.
In addition, Dr. Minkoff is a member of the Board of Directors of the American Association of Community Psychiatrists (AACP)., and is chair of the Health Care Policy Committee Combining his expertise in dual diagnosis and managed care, Dr. Minkoff was panel chair for CMHS Managed Care Initiative report entitled: Co-occurring Psychiatric and Substance Disorders in Managed Care Systems: Standards of Care, Practice Guidelines, Workforce Competencies and Training Curricula (1998) (See www.med.upenn.edu/cmhpsr)
Dr. Minkoff ‘s major professional activity is the provision of training and consultation on clinical services and systems design for individuals and families with mental health and substance use disorders. With his consulting partner, Christie A. Cline, MD, MBA (former Medical Director for the Behavioral Health Services Division of the New Mexico Department of Health), Dr. Minkoff has developed a systems change toolkit for CCISC implementation (www.zialogic.org). Dr. Minkoff and/or Dr. Cline are currently providing (or have provided) consultation for CCISC implementation in over 35 states and 4 Canadian provinces, working with every aspect of state level systems, county level systems, tribal entities, and providers of all types.
Michael Nerney is a consultant in Substance Abuse Prevention and Education, with over twenty-nine years of experience in the field. As the former Director of the Training Institute of Narcotic and Drug Research, Inc. (NDRI), his responsibilities included the management of a statewide training system which delivered more than 450 training programs to substance abuse treatment and prevention professionals annually. Previous to the Director position, Mr. Nerney held a position as a training specialist for NDRI. His particular areas of expertise include Psychopharmacology, Adolescent Chemical Dependency, Managing Violent Incidents, Post Traumatic Stress Disorder and Relapse Prevention. He has written participant and trainer manuals for the programs mentioned above, as well as a number of others.
Mr. Nerney’s understanding of adolescent issues is drawn from twelve years’ experience as a teacher and coach at the junior high and high school levels. He went on to add four years’ experience in the chemical dependency field as a substance abuse counselor and Director of the Drug Abuse Prevention Council in Hamilton County, NY, before joining the staff of NDRI in 1984. He is a certified instructor in violence prevention and management with the Crisis Prevention Institute (CPI).
Michael Nerney is an internationally known lecturer, and has served as consultant to a number of federal and state agencies, including the National Office of Drug Court Policy, the National Office of Juvenile Drug Court Policy, the Office of Substance Abuse Prevention and the Bureau of Justice Assistance; the New York State Office of Mental Health, New York State Education Department, NYS Department of Social Services, NYS Division for Youth, NYS Department of Correctional Services, NYS Division of Probation and Correctional Alternatives, NYS Division of Parole, NYS Division of Criminal Justice Services and Governor’s Office of Employee Relations. Mr. Nerney has also provided consultation on drug courts and other areas of technical assistance to judicial and correctional systems across the country, including the states of Alabama, California, Connecticut, Delaware, Florida, Iowa, Louisiana, Missouri, New Mexico, North Carolina, Oregon, Pennsylvania, South Carolina and Texas.
Mr. Nerney recently served as the consultant in the development of the learning centers for the Eckert Drug Quiz Show in New York State. He has been a consultant for two of the major television networks and most recently appeared on the ABC program "20/20". He is the father of four children.
About the Sandra M. Lushia Memorial Conference
Sandra M. Lushia (1954-2009) was a human services professional dedicated to helping those battling drug and alcohol addiction, and a 1980 graduate of Clinton Community College. The proceeds from this conference will go towards the Sandra M. Lushia Memorial Scholarship Fund, a fund developed by her family to help students pursuing education in the human services field attending Clinton Community College.
