Nursing Club Bylaws

These bylaws define how the Clinton Community College Nursing Club operates, including membership, leadership, meetings and decision‑making, ensuring a fair, organized and student‑driven experience.

Mission

The Nursing Club is an active group of students who work to promote social, educational, and service projects.  Service projects support various community health initiatives.  The club also sponsors open lectures focused on current health issues.  Organizing the annual Capping and Pinning Ceremony and the Nursing Banquet to honor both graduating senior nursing students and the advancement of the freshmen nursing students are the capstone activities each year.

Article I – Name and Membership

Section I

The body representative of the interests of the Clinton Community College Nursing Program (hereinafter referred to as the Program) and its representation on campus and in the community shall be known as and referred to as the Nursing Club.
 

Section II

Membership shall be open to all Clinton Community College students.
 

Section III

Every student in the Program shall be a due-paying member in the Nursing Club.  This fee covers costs for the Capping & Pinning Ceremony as well as other events.  The fee shall be $5 per semester and shall be collected by the Class Treasurers by the eighth week of the semester.
 

Section IV

Nursing Club leadership shall be comprised of fourteen officers, including the President, Vice President, Treasurer, Secretary, two Class Representatives and a Director of Communications.  Each class shall have seven officers each.  These fourteen officers shall comprise the Nursing Club Executive Council.
 
 

Article II - Meetings of the Nursing Club

Section I

Regular meetings of the Nursing Club shall be held every Friday during the academic year while classes are in session.  The Nursing Club Executive Council shall meet once a month, in addition to regularly scheduled weekly meetings.  A regularly scheduled meeting may be cancelled at the discretion of the Senior President or by a 2/3 majority of the Executive Council.

Section II

Special meetings may be called at the discretion of the Senior President or by a 2/3 majority of the Executive Council.

Section III

Every resolution brought before the Nursing Club shall be approved by a simple majority of the body present at the regular meeting.  The Senior President shall only vote in the event of a tie.   

Section IV

The most recent version of Robert’s Rules of Order shall be used to govern the meeting.  The Senior President or officer presiding over the meeting shall maintain order so that the meeting runs efficiently.  The presiding officer shall recognize only one member of Nursing Club to speak at a time.

Article III – Duties of Nursing Club Officers

Section I – Shared Duties of all Nursing Club Officers

* Attend all Nursing Club meetings
* Attend 50% of all Nursing Club sponsored Community Service events
* Assist with fundraising
* Maintain up-to-date records
* Be prompt, neat, organized, and efficient
* Work with and effectively communicate with each other
* Communicate decisions made by the Nursing Club to the student body
* Help in the decision-making process and assist with set-up and arrangement of Capping & Pinning ceremony
* Advocate for participation in Nursing Club meetings and activities

Section II – Freshman President

* Have a willingness to learn from and work with the senior executive officers
* Oversee duties of freshman executive officers
* Responsible for completion/delegation of tasks
* Assures all meetings and functions are conducted in an orderly fashion as well as follow Clinton Community College’s policies and regulations
* Keep Vice President and other executive officers informed
* Make certain that semester and annual reports are fully completed and filed by established deadline dates
* Advocate for fellow classmates regarding any issues needing to be addressed to the Nursing Club and/or instructors
* Keep an up-to-date class roster and ensure all executive officers have one as well
* Conduct speech at Capping & Pinning ceremony

Section III – Freshman Vice President

* Have a willingness to learn from and work with the senior executive officers
* Make sure that attendance is taken at every meeting in conjunction with the Nursing Club secretary 
* Operate as the Student Coordinator for the Mentor Program (See Student Coordinator Responsibilities)

Section IV – Freshman Secretary

* Have a willingness to learn from and work with the senior executive officers
* Complete weekly minutes/summary of topics discussed at meetings and relay to all fellow students
* Maintain all of the records, files, and details that are important for the smooth operation of the Nursing Club
* Notify members of meetings, contacting various persons in relation to the Nursing Club, administering the day-to-day activities of the organization and creating the order of business
* Organize all records to give to the Secretary-elect

Section V – Freshman Treasurer 

* Have a willingness to learn from and work with the senior executive officers
* Manage all funds for the Freshman Class – Disburse funds and pay bills promptly, deposit club funds, and reconcile statements
* Maintain accurate financial records throughout the year to be reviewed at any time by members, other officers, or administration (i.e. class dues and other expenditures)
* Prepare the club’s budget, present it for approval, and ensure that club activities adhere to the budget
* Inform the club of its financial strengths and weaknesses via monthly report

Section VI – Freshman Class Representatives 

* Have a willingness to learn from and work with the senior executive officers
* Attend Nursing Division meetings during the academic school year – first Friday of each month at noon
* Complete a report after each Nursing Division meeting, discuss this at the next Nursing Club meeting, and then file it in the Class Representative binder
* Act as a liaison between nursing students, Nursing Club executive officers, academic leaders, and instructors
* Ensure that the Freshman class is properly represented and completely informed
* Know your class, support them, and look after their welfare – Act as a spokesperson and inform classmates about who to approach with problems, queries, etc.
* A monthly check-in with the class to see if there are any pertinent issues, document any findings, and discuss via the proper channels

Section VII – Freshman Director of Communications 

* Have a willingness to learn from and work with the senior executive officers
* Report upcoming events to the Nursing Club
* Be the coordinator for events between the Nursing Club and other organizations 
* Be the sole person of contact for all Nursing Club merchandise orders
* Work collaboratively with the Senior Director of Communications for events and merchandise orders

Section VIII – Senior President 

* Oversee duties of Senior and Freshman executive officers
* Responsible for completion/delegation of tasks
* Establish agenda and preside over meetings
* Assures all meetings and functions are conducted in an orderly fashion as well as follow Clinton Community College’s policies and regulations
* Votes only in the event of a tie
* Keep Vice President and other executive officers informed
* Make certain that semester and annual reports are fully completed and filed by established deadline dates
* Advocate for fellow classmates regarding any issues needing to be addressed to the Nursing Club and/or instructors
* Mentor Freshman President regarding the scope of the position
* Conduct speech at Capping & Pinning ceremony 

Section IX – Senior Vice President 

* Presides at meetings in the absence of the President
* Make sure that attendance is taken at every morning in conjunction with the Nursing Club secretary
* Operate as the Student Coordinator for the Mentor Program (See Student Coordinator Responsibilities)
* Mentor Freshman Vice President recording the scope of the position

Section X – Senior Secretary 

* Complete weekly minutes/summary of topics discussed at meetings and relay to all fellow students
* Maintain all of the records, files, and details that are important for the smooth operation of the Nursing Club
* Notify members of meetings, contacting various persons in relation to the Nursing Club, administering the day-to-day activities of the organization and creating the order of business
* Organize all records to give to the Secretary-elect
* Mentor Freshman Secretary regarding the scope of the position

Section XI – Senior Treasurer

Section XIV – Vacancies in Officer Positions 

In the event that there is a vacancy in the office of the President, the Vice President for that respective class shall move into the position of President.  A special election shall be completed to fill the vacant Vice President position by the next Nursing Club meeting or within 48 hours, whichever is longer.  In the event that there is a vacancy in all other officer positions, that position shall be filled through a special election within 48 hours or by the next Nursing Club meeting, whichever is longer. Emergency special elections may be run within 48 hours.

Section XV – Attendance 

Nursing Club Executive Board members are expected to attend all Nursing Club 
meetings.  Officers are allowed two excused absences per semester.  The officer shall inform the Senior President or the Freshman President before the missed meeting.  Noncompliance with the attendance policy will be brought to the Nursing Club Advisor.

Section XVI – Impeachment of Officers 

An officer may be impeached if the values and ethics of said officer do not align with the mission of the Nursing Club and/or Clinton Community College.  A motion to impeach must be made at a regular meeting of the Nursing Club.  The highest-ranking officer not being charged for impeachment shall preside over the impeachment hearing.  The impeachment process is final upon a 2/3 vote of the members present at the meeting.

Section XVII – Resignation

An officer may resign his or her position with a formal letter of resignation submitted to the Senior President or Nursing Club Advisor.

Article IV – Special Meetings and Executive Board 

Section I

Special meetings may be called at the discretion of the Senior President of Nursing Club or by a 2/3 vote of the Executive Council.

Section II

The Executive Council shall be responsible for minor decision-making and maintaining class relations on the weeks that the Nursing Club body does not meet.  Any major resolutions passed during Executive Council meetings will require a simple majority during a regular meeting with the Nursing Club body.

Article V – Budget and Fundraising 

Section I

The Senior Treasurer shall be responsible for giving weekly budget updates to the Executive Council and Nursing Club body.  In the event the Senior Treasurer is absent, the Freshman Treasurer may give the report.

Section II

The Nursing Club Budget Committee shall be chaired by the Senior Treasurer of the Nursing Club.  Others members shall include the Senior and Freshman Presidents, the Freshman Treasurer, a Freshman Class Representative, and a Senior Class Representative.  Budget committee meetings shall take place on the week of Executive Council.

Section III

The Treasurer shall be responsible for all deposits made to the Senate Nursing Club account.  Any purchase order must be approved by the Senior Treasurer and/or the Senior President.  Purchase orders must also be verified with the Faculty Advisor.

Article VI – Amendments

Section I

Amendments to the by-laws shall only be valid if the following process if followed:

  1. The proposed amendment is submitted to the Nursing Club at a regular meeting.
  2. The proposed amendment, in writing, is distributed to those present at the regular meeting.
  3. The amendment must receive a 2/3 majority by roll call of those present at the regular meeting.

Article VII – Ratification 

Section I

This document shall serve as the by-laws of the Clinton Community College Nursing Club and shall be ratified on the 2/3 vote majority of the Classes of 2018 and 2019.

Section II

Along with a 2/3 majority vote of the Program body, this document must receive a 2/3 majority vote of the officers of each respective class, and approval by the Nursing Club Faculty Advisor and Nursing Department Director.
